I think the best person for Angel was Cordy but as a friend.
I love Bangel and Buffy was good for him in that she gave him something to care about again. He was able to share his feelings with her, and she motivated him to be a better person and gave him something to fight for. But he only engaged with Buffy not with the world at large. Even in Buffy S3 you got the impression that Angel spent his day either with Buffy or sat around waiting for her to turn up.
In Angel S1 + S2 he could still be broody but he engaged with the world at large much more (well apart from in his beige phase!) and Cordy has to take a lot of credit for shoving him out into the world.
Angel + Cordy as a couple didn't really work for me but it should have done. By that time they were 2 lonely, damaged people looking for comfort and coming together through friendship which sounds ideal for the show at that time, but it wasnt written well or indeed consistently and with the love triangle and the changing her character too much and then she went missing for a few eps and the whole St Cordyness of S3 it feels like a missed opportunity (although I do still love them in Waiting in the Wings)
