Buffy Summers.
Buffy does 'inspiration' 100 times better than Cordelia. And Angel would be that much more motivated by her than by anything, even some prophecy kiss. It's been that way since the beginning.

Bonus: We wouldn't need to have 'The Girl In Question' AT ALL. That's the clincher for me.

I mean, Cordelia was fine in the episode, and it is the send- off that the character needed, but I'm not gonna turn down the prospect of another BtVS/AtS crossover.

Smart choice.
Buffy because I think she would give Angel better advice. She actually knows how to plan an apocalypse considering she has strategy. I believe that Buffy wouldn't be the one to send Angel into a suicide mission like Cordelia did. I think Buffy deserves to be on the show more considering Cordelia already had her time on the show. We never gotten to see Buffy meet Fred, Lorne, Gunn, and the new improved Wesley so it would've been nice to see them see Angel's chosen one AKA the love of his life. I would appreciated some interaction there. We've already seen Buffy meet Doyle, the awkward Wesley, and Cordelia back in Season 1. Buffy doesn't deserve to be in the shadows on Angel's show. I think Buffy owed Angel help on his apocalypse considering he offered help in Chosen. We also needed to see Buffy see that Spike was faking his death, and for her to confront him about that. She needed to tell him he was being selfish about that.

I don't think it was necessary to bring Charisma back for the last time because she doesn't deserve it. Having Cordelia to come back from her comatose state for 2 days seems unrealistic and doesn't make any sense. Seeing someone in a comatose state being on the verge of dying just for them to magically come back for a couple of days isn't believable. I don't think Angel really needed someone with visions on his team anymore considering he has been doing just fine in Season 5. He was running a law firm that had as much of resources as possible. Another reason why Charisma should have never came back because Joss lashed out at her pregnancy and made an embarrassment out of her character. She should have turned him down.

Cordelia doesn't do as good of a job to get through to Angel as Buffy did on her show. I don't think Angel needed his ego to be stroked and to have half assed advice on how to go through an apocalypse by someone who didn't have much leadership experience. To me Cordelia was always 3rd or 4th in command when it came to an apocalypse. It doesn't help me to vote for her considering she cornered Angel and Doyle to get paid for what Buffy, Xander, and Willow do for free, and Angel was very in love with Buffy before starting his life in LA. You are supposed to help the helpless out of the selflessness of your heart, not for the selfishness of your heart. This makes Buffy out as being more of a champion than Cordy is.

We don't need to have any more Cangel considering Angel's first choice was always going to be Buffy. He chose Buffy in at the end of Season 4. Angel spent Season 5 fighting over Buffy with Spike, so why bring Cordelia back in the mix again? It doesn't make sense. Buffy should have been fighting alongside Angel and Spike in You're Welcome.

Never watch Angel ....maybe I should ? there was a episode that Sarah could not make , not sure if it was just scheduling difficulties as she had filmed Scooby Doo while filming Buffy , but I think she had a family death at the time , so she reluctantly cancelled ... Sarah could make the final and offered, but Whedon told her that it would not be fair on the rest of the cast as she would take the lime light off of the other members

Was there not a problem that Whedon sacked Charisma because she a lost a baby in a earlier season , then went and got pregnant again ?

I love me some Buffy, but in my opinion I am glad she couldn't make it. Cordelia's character deserved to have a proper send off. She had great growth throughout both series and to not give her a proper conclusion would have negated everything. No matter who you ship, Bangel or Cangel, it wasn't really about that to me. It was about giving Cordelia an appropriate and beautiful end to her character arc, and I am glad it worked out that way.

Well, let's start from Point 1. The Producers wanted a big guest star for the 100th Episode, right? That's definitely Buffy. There is no bigger guest star than one S.M.G., with the possible exception of E.D., and that's only because she was a more important actress in 2004. And to be fair, keeping Cordie off canvas until the producers and C.C. were truly ready for a return, would have been preferable. If season five ends in cancellation, you can bring her back for the finale, or include two lines about how evil Angel either shipped her to a cheaper nursing home, or snuck her off to her parents' care, or sent her to the Slayers, or TPTB "Enoch'd" her, whatever. If Season six is a thing, they make it up as they go along, don't look at me like that. Point is, Buffy is the reason Angel went from a rat eating piece of gutter trash into a jailbait stalking coward into the fine Champion he was some 15 years ago, and she taught him, how to be that hero. Buffy could be dead for centuries, and Angel will still keep fighting in her name. Cordellia was never his muse, not in that way. So, I do like you are welcome, I think it's a little rushed, and feels out of place in the season, but S.G. would have been the better Special Guest Star. "The Girl In Question" could have been Dawn, who at least, has never interacted with Angel, and their first meeting would have been of some interest, shedding a little bit of light on the altered memories of Season 1-3.

I respectfully disagree, because that is what all this is, our opinions. I understand where you are coming from. But I believe on Angel the series, from the very beginning Cordelia was always his link to humanity, that is even outright stated in City Of... And in season 5 he got sucked into Wolfram & Hart and really disconnected in a way. So I believe bringing Cordelia back was the perfect way to make Angel reconnect to his original mission on Angel, to put him back on track for his show. In my opinion whenever Buffy shows up Angel reverts to more of how he was in BtVS, which means he would be more focused on Buffy and her needs and their relationship and not necessarily on his mission which is the point the character needs to be at to continue the way they wanted it to go on Angel the series. And Cordelia's return gives Angel the vision so that he can take the fight to the Circle of the Black Thorn. I am a fan of all the aforementioned characters, but I believe bringing Cordelia in for the 100th episode, wrapped her character up properly, put Angel on his path, and in a way tied the beginning of the series to the end. And this has nothing to do with the actors that play the roles but just what I believe worked well for the show and character development. Anyway those are just my thoughts and opinions on the situation. And even though I know we may disagree I am grateful to have a forum where we can discuss our views about a show(s) that means so much to us all!
